This\n  matches Snowflake/BigQuery/Redshift, which call auto_empty whenever the read\n  succeeded and only short-circuit on a read/permission failure. Fetch failures\n  still short-circuit with report_failure. Extracted _report_no_queries() and\n  dropped an always-true dead guard.\n\n- Added usage_query_fetch_timer (drain) and usage_parsing_timer (parse) to\n  UnityCatalogReport, mirroring BigQuery's query_log_fetch_timer/sql_parsing_sec,\n  so the drain-before-parse behavior is measurable and fetch-vs-parse is\n  attributable in the ingestion report."
